The Union for Freedom to Political Prisoners of Azerbaijan made a statement in which it condemned the practice of violation of rights and torture of prisoners in penitentiary institutions.
“Inhuman treatment of prisoners, torture, corruption, blackmail and other grave crimes in the Penitentiary Service are frank and widespread,” the statement said.
The human rights structure believes that “the Prison Service does not comply with the Law of the Republic of Azerbaijan “On the Rights and Freedoms of Persons Detained in Places of Imprisonment” and ignores the provisions of the European Convention on Human Rights, damaging the image of the state in the international arena.”
“The falsification of the new criminal case against the blogger Mehman Huseynov served as a pretext for criticism and pressure from the world community, but the responsible employees of the PS were not punished.
At this time, we have information about the grave and inhuman torture of those convicted of the “Nardaran events” – Abbas Huseyn, Jabbar Jabbarov and Taleh Bagirzade, who because of intolerable conditions have declared a hunger strike. We, the Union for the Freedom to Political Prisoners of Azerbaijan, appeal to the Prosecutor General to investigate the illegal actions of PS workers and in particular the head of the special-regime Gobustan prison, Aftandil Agayev,” the statement said.
Turan Agency has no comments from the Prison Service.
However, the PS rejects criticism and allegations of hunger strikes and torture in places of detention.
The Union for Freedom to Political Prisoners of Azerbaijan was established at the end of 2018 by Leila Yunus, Director of the Institute for Peace and Democracy, Elshan Hasanov, head of the Political Prisoners Monitoring Center, Eldaniz Guliyev, chairman of the Association of Intellectuals of Azerbaijan, and Hilal Mammadov, editor-in-chief of the Tolyshi Sado newspaper.

Hüquq-müdafiə qurumu hesab edir ki, Penitensiar Xidmət Azərbaycan Respublikasının “Cəzaçəkmə yerlərində saxlanılan şəxslərin hüquq və azadlıqları haqqında” qanuna əməl etmir, Avropa İnsan Hüquqları Konvensiyasının müddəalarına məhəl qoymur və bununla da beynəlxalq arenada dövlətin imicinə xələl gətirir.
“Bloger Mehman Hüseynovun barəsində yeni cinayət işinin saxtalaşdırılması dünya ictimaiyyətinin tənqiq və təzyiqlərinə səbəb oldu, ancaq Penitensiar Xidmətin məsul işçiləri cəzalandırılmadı.
Hazırda “Nardaran hadisələri” üzrə mühakimə olunan Abbas Hüseynov, Cabbar Cabbarov və Taleh Bağırzadəyə qarşı ağır, amansız işgəncələrlə bağlı məlumat var. Onlar dözülməz şərait səbəbindən aclıq elan ediblər. Biz, Azərbaycanda Siyasi Məhbusların Azadlığı Uğrunda İttifaq baş prokurora müraciət edərək Penitensiar Xidmətin işçilərinin, əsasən Qobustan qapalı həbsxanasının rəisi Avtandil Ağayevin qanunsuz əməllərinin araşdırılmasını xahiş edirik”, – bəyanatda deyilir.

Lakin qurum tənqidi və cəzaçəkmə yerlərində aclıq və işgəncə barədə fikirləri rədd edir.
Azərbaycanda Siyasi Məhbusların Azadlığı Uğrunda İttifaq 2018-ci ilin sonlarında Sülh və Demokratiya İnstitutunun direktoru Leyla Yunus, Siyasi Məhbusların Monitorinqi Mərkəzinin rəhbəri Elşən Həsənov, Azərbaycan Ziyalılar Birliyinin sədri Eldəniz Quliyev, “Tolışi sado” qəzetinin baş redaktoru Hilal Məmmədov tərəfindən təsis edilib.
