In the historical part of the capital of Baku – “Icheri Sheher” (“Old Town”), construction of objects is again underway. The photos taken near the fortress walls of Icheri Sheher, which is under the protection of UNESCO, as an object of world cultural heritage, clearly show building material – bricks, cement, and a half-built structure. Presumably, this will be another restaurant in a series of similar facilities. The Ministry of Culture and the State Historical-Architectural Reserve “Icherisheher” do not react to this construction, as well as the appeals of journalists and the public on this issue. The Ministry of Culture limited itself to a statement that Icheri Sheher was not excluded from the list of world cultural heritage. In this case, the more the question arises – who allowed the construction?
Several years ago, construction on the territory of Icheri Sheher was carried out on a large scale, and historical monuments were demolished. The last such object was the hotel “Four seasons”, as a result of the construction of which a part of the fortress wall was demolished. Then the construction of commercial facilities in the historic part of the city was discontinued. Now construction has resumed and the decision on this is obviously made at the highest level.

Mədəniyyət Nazirliyi və “İçərişəhər” Dövlət Tarix-Memarlıq Qoruğu tikintiyə, həmçinin bununla bağlı jurnalistlərin və ictimaiyyətin müraciətlərinə heç bir reaksiya vermirlər. Mədəniyyət Nazirliyi ancaq bu bəyanatla kifayətlənib ki, İçərişəhər dünya mədəni irsi siyahısından çıxarılmayıb. Belə olduğu halda, sual yaranır: tikintiyə kim icazə verib?
Bir neçə il öncə İçərişəhər ərazisində geniş miqyasda tikinti aparılırdı, tarixi abidələr sökülürdü. Sonuncu belə obyekt “Four seasons” oteli olub. Tikinti nəticəsində Qala divarının bir hissəsi sökülüb. Sonradan şəhərin tarixi hissəsində kommersiya obyektlərinin tikintisi dayandırıldı.
Hazırda tikinti bərpa edilib və görünür, bu barədə qərar yuxarıdan verilib.
