[:en]On April 9, Azerbaijani journalist Sevinj Osmangyzy, who lives in the United States, distributed a video message in connection with the tapping of her telephone conversations and the posting of these records on the TV channel “Real TV”.

Osmangyzy confirms the authenticity of the audit and notes that her conversation with journalist Chingiz Suyltansoy took place a month ago.
Osmangyzy believes that their conversation was illegally tapped and recorded by the secret services of Azerbaijan.
“The main question is how the audio recording was received. First of all, these are questions for mobile operators in the USA and Germany,” said Osmangyzy.
According to her, this casts doubts on the safety of journalists living outside Azerbaijan.
“It turns out that the Government of Ilham Aliyev is persecuting citizens not only in Azerbaijan, but also abroad, tapping them, interfering their private life, engaging espionage activities. It is important to identify which technologies were used, who sold them to the government of Ilham Aliyev.
If the authorities do this against journalists abroad, then one can imagine what they are doing against dissidents and opponents of the regime inside the country.
“We must together demand from the Aliyev government an answer on what right they are tapping and recording my telephone conversations and espionage,” she said.
Commenting on this matter, media expert Alesker Mammadli said that tapping telephone conversations of citizens implies criminal liability under the Article 155 of the country’s Criminal Code.
“Victims with the help of lawyers can turn to the prosecutor”s office with a demand to initiate a criminal case,” Mammadov said.

S.Osmanqızı audioyazının həqiqi olduğunu təsdiqləyib və qeyd edib ki, onun jurnalist Çingiz Sultansoy ilə söhbəti bir ay öncə olub.
S.Osmanqızı güman edir ki, söhbət qanunsuz olaraq dinlənilib və Azərbaycanın xüsusi xidməti tərəfindən yazılıb.
“Əsas məsələ bu audioyazının necə ələ keçirilməsidir. İlk növbədə bu sual ABŞ və Almaniya mobil operatorlarına aiddir”, – S.Osmanqızı deyib.
Onun sözlərinə görə, bu, Azərbaycandan kənarda yaşayan jurnalistlərin təhlükəsizliyini şübhə altına alır.
“Belə məlum olur ki, İlham Əliyev hökuməti öz vətəndaşlarını ancaq Azərbaycanda deyil, onun hüdudlarından kənarda da təqib edir, onları dinləyir, onlara pusqu qurur, özəl həyatlarına müdaxilə edir və onlara qarşı casusluq fəaliyyəti ilə məşğul olur. Burada istifadə olunan texnologiya da çox vacibdir. Bu texnologiyanı İlham Əliyevin hökumətinə kimlər satıb.
Əgər hakimiyyət xaricdə yaşayan jurnalistlərə qarşı belə hərəkətlər edirsə, bunu ölkədə yaşayan azad jurnalistlərə, azad fikir daşıyıcılarına, siyasi fəallara, müxalifətə qarşı da edir.
“Biz bir yerdə İlham Əliyev hökumətindən cavab tələb etməliyik ki, siz hansı məqsədlə, hansı texnologiyadan istifadə edərək mənim telefon danışığımı yaymısınız”, – o qeyd edib.
KİV sahəsində ekspert Ələsgər Məmmədli baş verənləri Turan-a şərh edərkən deyib ki, şəxslər arasında telefon danışığının onların icazəsi olmadan yazılması və yayılması Cinayət Məcəlləsinin 155-ci maddəsinə əsasən hüquqi məsuliyyət yaradır.
“Zərərçəkənlər öz vəkilləri vasitəsilə prokurorluğa müraciət edərək cinayət işinin açılmasını tələb edə bilər”, – Ə.Məmmədli qeyd edib.
Məsələnin texniki tərəfinə gəlincə, o, söhbətin aparıldğı otaqda dinləmə cihazının olduğunu istisna etməyib.
